You stimulate the economy by creating jobs because people with money spend it. You create jobs by lowering taxes on the wealthy because the wealthy own or create the businesses that create the jobs. When the wealthy spend more in taxes they have less money/capital to innovate with and/or pay more employees. It's really not that hard. I guess to Obama it is.
