It's sad, but atroxodisse is right. CO2 levels haven't a thing to do with the environmental problems Africa is having. Heck, many of the problems stem from deforestation, which is happening at such incredible speed in Africa because it provides a booming economy in palm oil. If they stopped harmful practices (such as destruction of forests to produce said palm oil), it would devastate their already weak economy.
